The state policy of the Russian Federation as regards International Development Assistance (IDA) aims to support sustainable social and economic development of the aid recipient countries, the settlement of crisis situations arising out of natural disasters, man-made disasters and other emergencies, internal and (or) international conflicts. The aims and objectives of the International Development Assistance have been established in the Concept of State Policy of Russian Federation in the area of International Development Assistance approved by Presidential Decree №259 of April 20, 2014.
Rossotrudnichestvo exercises the powers in the area of International Development Assistance conferred upon it by the Decree of the President of the Russian Federation № 476 of 8May 2013 "Issues of the Federal Agency for Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation".
The activities of Rossotrudnichestvo as regards the International Development Assistance are aimed at expanding relations of good neighborliness and solidarity with the member states of the Commonwealth of Independent States and other countries. Despite the fact that the priority region for the implementation of IDA programs is the CIS countries having historical, cultural, scientific, economic and transport ties with Russia, the Russian activities in this area are global and include assistance to the Sub-Saharan countries of Africa and to the poorest countries within the Asia-Pacific integration structures, the development of cooperation with the Middle East, North Africa and Latin America.
Rossotrudnichestvo exercises its powers in the IDA sphere in cooperation with the Russian Federation Ministry of Foreign Affairs, the Ministry of Finance and other federal executive bodies, international and intergovernmental organizations, as well as with Russian and foreign commercial organizations. It elaborates and implements medium and long-term programs focused on the promotion of International Development as part of bilateral assistance to the member states of the Commonwealth of Independent States and other countries.
Rossotrudnichestvo actively provides information support of the Russian Federation State Policy in the International Development Assistance sphere, in the elaboration, implementation and informational and analytical monitoring of programs focused on promoting the positive perception of Russia and its cultural and humanitarian presence in the world.
Rossotrudnichestvo Representative Offices abroad provide technical assistance to recipient states, including the exchange of knowledge, skills, scientific and technical expertise, in order to develop institutional and human capacities of the partner states.
